I've heard a few different ways to solve this issue, although I am not entirely sure which one fully works. First things first, go into Steam -> Steamapps -> Workshop and delete .acf file with the number 294100. This should be steam's mods for Rimworld, which will then be forced to reinstall.I bought Ideology, the game updated and is on version 1.3, but when I check the mods section, it only has core and Royalty. In my view this is a serious issue, alot of people have unreliable internet connection, use temp connections or otherwise need to be in steam offline mode at some point in their lives.
